The Consumer complaint link is going to be the one that is used most by the public.
Telemarketers driving you nuts is the link to their page that describes what they can do. This is a link to the form that you have to complete and submit. Once you file the complaint you will be assigned a tracking number. You will get period emails with a status of your complaint. I did not complete the form since it was a formal submission of a complaint against a company.

They also provide a link to share you story with them. They will circulate the story internally to determine if there are trending patterns or even if there are policies that can be changed. Sharing your story is not a complaint. The FCC will not be sharing the story with the provider you are complaining about and they will also not be corresponding with you.
